Vice President Shawn McKone
Joined the board in 2020. Mr. McKone is a licensed environmental engineer and works as a municipal wastewater facility manager for the Department of Ecology’s Water Quality program. He received a bachelor’s degree in environmental engineering from Oregon State University in 2000 and a master’s degree in environmental engineering from OSU in 2002, with both degrees focusing heavily on water-related topics. Mr. McKone has a strong interest in helping the association to preserve its ability to provide high quality water for its members at affordable rates.
Secretary Eric O’Brien
Joined the board in 2002. Mr. O’Brien is a Program Manager with the King County Office of Emergency Management. Prior to this, Mr. O’Brien was a civil engineer for 30 years and built many significant roadway and sewer projects in the Puget Sound area and across the United States.
Treasurer Larry Costello
Joined the board in 2019. Mr. Costello is an independent consultant providing technical and project management services to customers in the energy, manufacturing, and transportation markets. He is a licensed professional engineer with 36 years of experience in the design, construction and maintenance of large industrial facilities and utility infrastructure projects.
Trustee Rich Formisano
Joined the board in 2020. Mr. Formisanno and his wife, Jan, have lived in North Bend since 2002. Mr. Formisano is retired from both the U.S. Coast Guard and Boeing. He has spent a majority of his career in Naval Engineering, Shipboard Operations & Maintenance, Project Management and Systems Engineering. He has master’s degrees in mechanical engineering and engineering management. Rich enjoys spending his free time skiing, golfing, woodworking and helping his wife & neighbors provide and serve meals to homeless people in the valley through Snoqualmie Valley Shelter Services.
Trustee Emilie Moore
Joined the board in 2024. Ms. Moore and her family moved to North Bend from Colorado. She is an environmental scientist by trade and has been doing private consulting specializing in groundwater and soil contamination and remediation for over 10 years. She has a special interest in water quality and scarcity. In her free time, Emilie enjoys exploring new hiking trails with her two German shepherds and 9-month-old son, fly fishing, and traveling.
Trustee Bill Iverson
Joined the board in 2025. Mr. Iverson brings over 25 years of engineering and resource management experience to the board, with a strong background in both water systems and energy exploration. He spent 10 years consulting in water well geophysics across Washington State, following 15 years in oil and gas exploration and drilling in Wyoming and Texas. He maintained his Professional Engineer (PE) license in Washington for 30 years, remaining registered until his retirement. In addition to his technical expertise, he operated and rehabilitated a Class B community water system, gaining direct experience with the Washington State Department of Health and Department of Ecology regulations, while residing near Cle Elum.
